By Rudi Williams American Forces Press Service ALEXANDRIA, Va., Jan. 5, 2001 -- The mobile home lifestyle strikes the fancies and suits the pocketbooks of many service members and DoD civilian employees. And some relish the idea of taking their homes with them when they change duty stations at government expense. But Military Traffic Transportation Command officials warn: "History has shown that moving your mobile home will most likely result in excess transportation costs, which you are responsible for paying." And, they said, that cost could run over $1,000. The government will only pay up to what it costs to ship the members household goods weight allowance to the next duty station. Last year, 97 service members moved their trailers. Many more got rid of their trailers because of the high cost of moving them. For example, a married E-4 with four years of service and two children and a trailer home is authorized to ship 8,000 pounds of household goods. Transportation officials calculate that shipping the trailer and packing and unpacking rates would be $37.80 per 100 pounds, which results in the government paying up to $3,024 for the move. Based on the weight of the household goods, the shipping cost comes to $1,532, which means the service member's out-of-pocket cost to ship the mobile home is $1,492. DoD civilian employees are authorized to ship their mobile homes as long as it's included in their permanent change of station orders, according to Dennis Barborak, an MTMC traffic management specialist. "Those who want to ship a mobile home must own it or have permission from the lien holder to move it," Barborak said. He said safety-wise, the body and chassis of the mobile home, including tires and tubes, must be roadworthy and will withstand the rigors of the move. The home must also meet the size and weight limitations imposed by the state to which it's being shipped. Mobile homes can be shipped to and from duty stations in the continental United States and Alaska with the government paying for transportation and accessorial services. "But the government will not pay for replacement parts, brake repairs, tires and repairs and maintenance performed en route, except for labor cost to repair tires and inner tubes," said Gail Collier, another traffic management specialist. Collier said eligible service members and civilian employees have three options to ship their mobile home: "Owners can tow their mobile home and file for reimbursement," Collier said. "They should keep receipts of such expenses as fuel, oil, tolls, parking, permits and escort services, to support their claim for reimbursement." Another option is to have the government arrange the move. The local transportation office and the commercial carrier assumes most of the responsibility. However, the owner is responsible for ensuring that the mobile home is roadworthy, it complies with state codes, has the required primary axles, tires and brakes and is mechanically sound. The third option is to obtain written authorization from the local transportation office to draw an advance mobile home allowance from the government. Collier emphasized that mobile home owners must obtain an itemized invoice identifying all costs incurred from the carrier and promptly settle the account with the finance office after completing the move. Regardless of the method used, those who ship mobile homes are covered by the Military Personnel and Civilian Employees' Claims Act for loss and damage during transit. However, homeowners must be able to show that they didn't contribute to the loss or damage. The government will pay for mobile home carrier's transportation charges, including movement via a circuitous route, when required. DoD will also pay for bridge, road and tunnel tolls, ferry fares, state or local transit permits and oversize charges and permits. The government will further cover labor costs for removal and installation of skirting, clocking, unanchoring and anchoring, packing and unpacking of household goods in the mobile home, repairing tires, disconnecting and connecting utilities, disassembling and reassembling expando or fold-out rooms and renting extra axles with wheels and tires attached. This covers costs associated with movement of a doublewide mobile home. "Usually personal property inside the mobile home that was not factory installed may not be shipped due to safety reasons," Collier said. Barborak said there are many items that shouldn't be left inside when shipping your trailer. These include, concrete blocks, skirting, metal awnings, steps, fences, central air conditioners, garden storage sheds, swing sets, satellite dishes, outside television antennas and yard and porch furniture. Other items that shouldn't be left inside a mobile home include snowmobiles, motorcycles, motorbikes, bicycles, lawn mowers or heavy tool chests. The no-no list also includes fuel, ammunition, flammables, waterbeds and full aquariums, and live animals and plants or flower boxes. Barborak also advises removing such valuables as money, bonds, stocks, jewelry and furs. "The carrier will not be liable in any way for intangible property, nor for the intrinsic or sentimental value of an item," Barborak emphasized. "Service members need to be aware that they're responsible for meeting certain restrictions on such structural designs and the roof and heating and cooling system for the area they're moving to," Collier said. "Failing to do so may mean that the destination county may refuse hook up to water and electricity. A service member is entitled to Storage-In-Transit of their mobile home up to 90 days. An additional 90 days may be authorized for conditions beyond the members control. Storage may also be authorized for local moves if the owner is ordered to vacate the premises by the commanding officer of the installation. "If an emergency or hardship arises, the owner should request a 90-day extension," Collier said. "But, no matter what the circumstances, the government will not pay for more than 180 days. Fractional Ownership Comes to High End Luxury RV Market November 12, 2004 -- For the first time, fractional ownership of luxury RVs ranging in price from $250,000 to well over a million dollars is possible, with national delivery, pick up, provisioning, repair/maintenance, storage/cleaning, and roadside service included. Like fractional jet ownership - which has made VIP business jets available to executives and corporations - fractional RV owners enjoy use of a luxury capital good while jointly sharing expenses such as depreciation, maintenance, storage, and insurance. Once the typical three-year ownership agreement is completed, these high end RV's are typically sold, and the proceeds returned to fractional owners to further recoup their expenses. The result: individuals who only expect to use an RV for a portion of the year can buy into ownership of a million dollar "palace on wheels" at a fraction of the full cost of ownership. Companies such as Burr Ridge, Ill.-based American QuarterCoach (americanquartercoach.com) (AQC), the first to introduce fractional ownership of luxury RVs on a national scale, are lowering costs as much as ten-fold compared to sole-ownership, while making the RV experience sheer vacationing pleasure. AQC, for instance, not only delivers deluxe RVs worth from a quarter-million to over a million dollars to the fractional owner's doorstep from coast to coast, but also picks them up on return, plus stores, cleans, repairs, maintains, and outfits them. All the details, such as insurance, licensing, and even roadside service are included, as is an initial driver's training program/orientation to ensure maximum safety and comfort. Fractional owners can purchase shares from one-eighth (5 weeks annual usage) to one-half of a desired luxury RV (24 weeks annual usage) or a combination of shares depending on how much annual usage time they desire. There are three levels of RVs to choose from, including multi-million dollar units with amenities like 42" plasma TVs, Corinthian leather, monogrammed linens, and custom-inlaid Italian marble flooring and bath. On a still deluxe but less lavish scale, in the several hundred thousand-dollar vehicle price range, are 40-foot motor coaches such as the Monaco Camelot with in-motion, satellite TV and multiple slide-outs for extra living space. "I bought a 5-week a year share for about one-tenth the annual cost I would've spent on my own RV," says Chris Turner, an Ann Arbor, Mich. helicopter company owner. "AQC allowed us to own a $300,000 motor home at a price we could justify. With the savings freed up, we can take both deluxe RV and non-RV vacations as the mood strikes, with no waste or guilt." High Cost, High Headache Traditional RV Ownership Until now, hard-working professionals wanting a quality RV experience have had little choice in the marketplace. They've typically had to tie up from a quarter-million to a million dollars or more to buy an RV they may use just several weeks a year. Rental RVs, because they are a mass-market product, simply don't offer the size, style, or features desired. Before turning to fractional RV ownership, Chris Turner faced the dilemma confronting many upscale professionals wanting to provide a quality RV experience for themselves and their loved ones. Though Turner treasured the togetherness, natural beauty, and variety that RV-ing brought his family, he found it hard to justify the purchase of a high-end RV for the occasional family outing. When he bit the bullet and finally bought one, he found his family used it no more than several weeks a year. "The total expense - including provisioning, depreciation, maintenance, storage, insurance, and licensing, as well as the hard work of prepping it for each trip and cleaning/storing it afterward began to grate on my nerves," explains Turner. "I felt guilty every time I drove past my storage facility, with $300,000 of RV sitting there, unused." Turner sold his RV. He didn't miss the thousand-dollar repair/maintenance bills, paying for insurance, or licensing. He didn't miss the full day of work it took to prep the RV for use, including pulling it from storage, sanitizing the tanks, loading fresh water and supplies, and checking the air, oil, fluids, battery, and generator. He certainly didn't miss cleaning the entire RV, including linen and utensils, plus winterizing it for storage on the return trip. What Turner missed were the look in his wife and daughter's eyes when they were on the road, in the midst of an adventure, when their focus was on each other, and not the never-ending "to do" list in each of their lives. "I tried renting an RV," says Turner, "but we ended up with a bottom-of-the-line, 25-foot, class C unit. It was completely unequipped, with just 100 miles a day for mileage. That wasn't what we were looking for." Turner was about to buy another high-end RV, with the caveat that RV-ing would be the family's primary vacation experience. Cruises, flying to Mexico, and other more typical vacations, would be out, to avoid keeping a quarter-of-a-million dollar RV sitting around unused. Turner's wife, Sherri, was not pleased with having to choose between RV-ing and taking other types of vacations. "We realized we wanted the quality RV experience, but without the expenses and responsibilities of a full-time, lifestyle commitment," explains Turner, who found what he was looking for through fractional RV ownership with AQC. High-End, Worry-Free RV Ownership In traveling to locations such as California's Sequoia National Park from his home in Ann Arbor, Mich., Turner discovered that AQC's RV drop off and pick up capability is a major benefit for those living far from their destinations. RV-ing that Suits Your Lifestyle Now and into Retirement Those new to RV-ing are finding that fractional ownership fits their needs as well. Norm Yop, a realty company owner in Salinas, Cal., was looking for a way to test if RV-ing was right for he and his wife. "My family and friends loved RV-ing and I was intrigued by it, but reluctant to tie up a large amount of capital in a venture that might not suit us," says Yop. Like Turner, Yop found renting a turnoff because he could not find a RV in the size, style, or with the amenities he wanted. Jointly, with his real estate business partner, Yop purchased 5-week a year fractional RV ownership through AQC. Yop appreciated the RV training program, which helped him get up to speed quickly on driving the vehicle and its use. So far, Yop and his wife have RVed to Banff, Canada and Glacier National Park, and love the experience. "The program allows us to own a first-class motor home that suits our schedule, without tying up capital," says Yop. "We can use the RV for a few weeks and not worry about maintaining it all year long." "As I wind down the pace of my business in the next few years, I'm planning to buy a larger fractional share with even more deluxe amenities," concludes Yop.
