If you own a recreational vehicle or are planning on buying one, it's important to review the rules on where you can park it. What is a Recreational Vehicle? A recreational vehicle is a vehicle, portable structure, trailer or watercraft that can be towed, hauled, carried on a vehicle or trailer, or driven. It is designed to be used for travel or recreational purposes, and includes a motor home (class A or C), travel trailer, fifth wheel trailer, tent trailer, truck camper, boat, canoe, kayak, snowmobile, all-terrain vehicle, jet ski, or other similar vehicle. A trailer designed to carry an item listed above is not a recreational vehicle. What Regulations Should I Be Aware Of? The Regina Zoning Bylaw No. 9250 and the Regina Traffic Bylaw No. 9900 regulate parking in residential areas to preserve the appearance and safety of your neighbourhood. They take into account your wish to have convenient access to your RV and the needs of your neighbours who may be concerned about the appearance of the neighbourhood and the enjoyment of their own property. A licensed or unlicensed recreational vehicle may be parked on your property subject to the following Zoning Bylaw and Traffic Bylaw regulations: Zoning Bylaw No. 9250 Front Yard Parking A licensed or unlicensed recreational vehicle may be parked in your front yard in a legal parking spot. A legal front yard parking stall is a driveway that leads to an attached garage, or that leads to a detached garage, carport or parking pad located in the side or rear yard. Seasonal front yard parking restrictions apply to certain types of RVs (see below). The parking of any licensed or unlicensed vehicle, including a recreational vehicle, on the lawn or other areas of the front yard is prohibited . Seasonal Restrictions From October 1 to April 30 , licensed and unlicensed motor homes (class A and C), travel trailers, fifth wheel trailers and boats are prohibited everywhere in the front yard , including driveways and legal front yard parking stalls .(see diagram below). These seasonal restrictions do not apply to tent trailers, truck campers, canoes, kayaks, snowmobiles, all-terrain vehicles, jet skis, or trailers designed to carry one of these items. Side and Rear Yard Parking Licensed and unlicensed recreational vehicles may be parked in the side and/or rear yard provided that they comply with the recreational vehicle limit (two vehicles), the requirement that any unlicensed vehicle be in operable condition, and the applicable Traffic Bylaw regulations. Number of Recreational Vehicles Per Property The total number of recreational vehicles per property cannot exceed two. This total includes both unlicensed and licensed recreational vehicles. For example, if you have one licensed RV and one unlicensed RV on your property, you have two recreational vehicles. You could not add any more recreational vehicles to the property. Unlicensed Vehicles Every unlicensed recreational vehicle must be maintained in operable condition. Operable condition means that the vehicle can start and move on its own power. Screening/Covering of Vehicles Licensed and unlicensed recreational vehicles are not required to be screened or covered. Traffic Bylaw No. 9900 Required Setback Licensed and unlicensed recreational vehicles must be parked a minimum of 2.0 metres (6.5 feet) from the back of the sidewalk (or the back of the curb where there is no sidewalk). Unlicensed Vehicles Unlicensed vehicles, including RVs, cannot be parked on City property. This includes the City property located between your property line and the sidewalk (or curb). Street Parking An RV is treated the same as any other vehicle in that it cannot be parked on the street for longer than 24 hours except for Saturdays, Sundays, and holidays. The majority ofmotorhomes tow a passenger vehicle referred to at a dinghy or a "toad" . Important safety, economic and legal issues are related to this activity. Thesafety issues relate to highway speed stability and handling. The legality oftowing a toad is most often ignored because most States do not enforce their ownregulations. Towing improperly can bevery expensive in premature wear and damage. A car can cause a seriousaccident if not set up properly or towed correctly. The safety issues relatedto power are safely merging into an Interstate and keeping up with traffic onhighways. RVs should, however, be more concerned about stopping and turningwhile towing a vehicle. Performing an emergency stop towing a 4500 lb vehiclebehind a Class C can be a bone chilling experience. Most of us will drive manymiles over years of RVing and never have to do a real panic stop, but then whathappens if you are the RVer who has to? Have any of you practiced a full panicstop with your motorhome with towed vehicles connected? If you haven't youshould so that you will know what really happens. Have you tried a highway speedquick lane change? Experienced drivers know that it is much easier to steerclear of an obstacle than to stop before you hit it. If you expect to pull a vehicle with yourmotor home, please use these guidelines when choosing a hitch and trailer: Hitch classification: Class 11. Do not usea load equalizing hitch. It could cause structural damage to the frame members. Limit the tongue weight of trailer ortowing device to a maximum of 250 pounds. Heavier tongue weights can damage yourmotor home rear frame and body, cause unstable driving and handlingcharacteristics, and will restrict your rights under the Owner care warranty. Do not tow a vehicle weighing more than3500 pounds, or which would result in exceeding the GCWR recommended by thechassis manufacturer. Heavier vehicles can cause braking problems, damage thehitch, the motor home structure or drive train, cause unstable driving orhandling characteristics, and/or restrict your rights under warranty. Changingthe trailer hitch will not increase the tow capacity of the motor home even ifthe chassis is rated at a higher level. The Gross Combined Weight Rating (GCWR) islisted on the wardrobe door tag. The GCWR is the maximum allowable weight ofboth the loaded motor home and towed vehicle. Exceeding the GCWR will causedamage to your motor home drive train or chassis, unstable driving and handlingcharacteristics, and will reduce your warranty protection. up Car / TowedVehicles This is about pullingcars behind motorhome. Drawbacks to tow dollies:Initial cost (but some towbar packages cost as much or more); maintenance,licensing, insurance, storage costs. Some CGs don't have space for them. Todaymost people will choose towbars because of convenience. Easy to hook up, lightweight, little maintenance cost. 10 years ago it wassimple deal. $100 ought to cover it. But some packages cost thousands. Selfaligning, self storing, ease of use, etc. Most cars will require amounting bracket. They come in two different styles, reflecting the twocompanies. Blue Ox uses under bumper mounts. RoadMaster built platfor that stuckout in front of bumber, and can store the towbar on top. It was the firstself-aligning towbar. Next step was Blue Ox designed towbar which left towbar onback of motorhome, rather than in front of the tow car. This accommodated tallerMHs with small cars, as it eliminated the need for a ball hitch. So Roadmastersaw benefit and adopted that style, with the Falcon. Blue Ox has Aventa orAlladdin (steel/aluminium). These differences can be difficult to visualize. Theimportant think is to have the dealer talk you all the way through the entireprocess of hooking up and detaching your toad. How many steps are involved? Howmany "pieces" are involved? How easy is it to do on your particulartow car? Safety cables .Federally required. But always cross them, so the cables will "cradle"the towbar if it should come loose. Also, it equalizes length of cable oncorners. Tow Cars :Which cars can be towed? Honda is a good tow vehicle, even though they don'tspecifically endorse doing so. Saturn is highly towable. Jeep Grand Cherokee isa popular choice. It's important to choose the "right" towable. See www.towingworld.com up Weightand Power Safely towing heavy toadsrequires that you have enough power to merge onto Interstates and to keep upwith minimum speed regulations. If you are underpowered or overloaded there is agreater chance of premature wear on you tow vehicle and premature failure.Overloaded motors and transmissions overheat and wear out or fail sooner than aproperly sized combination. If all the Interstates you drive on are flat, thenyou might be able to get away with overloading. up Weight& Stopping Stopping an overloadedmotorhome toad combination in emergencies can be very risky to life and limb.Even if you drive with greater following distances and very defensively you willprobably face a situation that require a panic stop. Un-braked toads can causean increase of 30 to 50% in the stopping distance. So leave plenty of room infront of you at all times for insure proper breaking distance. The most common accidentcaused by improper combination involves the following scenario. Obstacle ordanger causes the driver to stomp on the brakes. A heavy un-braked toad pushesup on the rear end of the motorhome, reducing the weight on the duals. Themotorhome then starts to jackknife and the toad pushes sideways causing anincreased jackknife. The motorhome then hits something like a rut in the roadand rolls over. The Toad will then causea neutral or slight pull action on the back of the motorhome during a panicstop. This pull will tend to keep the combination straight while maximum brakingis performed. We recommend towing the lightest toad you can enjoy (werent Volkswagen Cabriolet Convertible and the four door Jeep Cherokee ). Ifthat is a Chevrolet Tahoe, then you should drive a large diesel pusher. up Weightand Turning Another dangerousmaneuver you may have to perform to avoid danger is a high-speed lane change. Amotorhome with a heavy toad will almost immediately start jackknifing when thismaneuver is performed. With a light toad, little or no wiggle waggle will takeplace. Think about the weight involved. If the motorhome weighs 12000 and thetoad weighs 4000 lb (33%), then for sure the wiggle is going to happen. If themotorhome weighs 30,000 and the toad 2,500 lb (8.3%), then it will seem likenothing is back there. I think a 40% ratio is the absolute maximum for a toad. up Weightand Ratings/Warrant Many Class A, Class C,and Class B coaches have very low tow ratings and GCW ratings. Older ChevroletChassis are rated to tow only 1000 lb of un-braked vehicle weight. Older FordChassis are rated for only 1500 lb of un-braked weight. Any vehicle towed behindone of these chassis absolutely requires a supplemental braking systeminstalled. The GCWR or Gross Combined Weight Rating is the maximum the motorhome,toad and stuff can weigh to stay within the design limits of the chassis. Forexample, if your coach weighs 15,000 lb loaded and ready to travel, and its GCWRis 18000 lb, then your loaded toad can only weigh 3000 lb. GVWR is the GrossVehicle Weight Rating and is the maximum the loaded motorhome can weigh. If youoverload your rig, you won't necessarily break something immediately, but theservice life on the engine, transmission, brakes, suspension, and other chassiscomponents will be signficiantly shortened. I hear often of transmissionfailures on overloaded rigs. If you overload your rig, most often things heat upand cause premature wear on all components. up Drivingwith a Towed Vehicle For the vast majority of the time behindthe wheel, not much skill is required to get this big hummer safely down theroad. We have to remember that it hangs out on all sides more than a car, soparking, turning on residential streets, getting in and out of fuel stops, etcare our biggest challenges. These are not normally life threatening situationsand related accidents are only financial challenges. But at highway speed when acar cuts off our path, or a deer jumps from the side of the road, or some debrisor chuck hole winds up in our lane, turning a reducing radius curve in the rain,child darts out between two parked cars, or hundreds of other infrequentlyexperienced challenges is when we need all the driving skill and properequipment we can get. The accidents caused by these situations frequently resultin personal injury or death as well as large financial losses. Think about the physics of a 4000 lb weight, placed at the end of a lever (towbar) swinging side ways at 60 miles per hour when you try to do a quickavoidance lane change. Think about adding 25% (4000 lbs) to the weight of yourmotorhome (16000 lbs) and then trying to stop. Toads increase the stoppingdistance at highway speeds from 30% to 80% depending on all the variablesinvolved. Think about having to slow the combined rig down half way through anunanticipated steep incline and how hot the brakes will get during long downgrade driving. Think about having to avoid hitting a small child dashing outbetween parked cars. You each can add to this list the your experiences when youneeded to stop or maneuver to miss hitting some obstacle. I am arguing for all of us to be responsible motorhome drivers with the bestskill and equipment available; and to select dingies (toads) that will be thesafest rather than the most trendy or the most comfortable. When I see amotorhome towing a full size van filled with goodies, or a Suburban crammed fullof fishing gear plus a boat on the top, I wonder about the driver and what hisskill level is, and how he's going to feel when all that extra weight causes apersonal injury. We all know that accidents happen even with the best driver,equipment, conditions, etc., but we should not drive an accident waiting tohappen down the road on purpose. The Tribal nationshave a government-to-government relationship with the UnitedStates. The Winnebago Tribe signed treaties with the UnitedStates which are the legal documents that established thereservations boundaries and recognized the rights of a sovereigngovernment. The Winnebago Tribe lived near the MissouriRiver in present day Nebraska in the days prior to diplomaticrelations with the United States government. The Winnebago Tribewas originally designated reservation lands along the MissouriRiver recognized in treaties with the United States signed onMarch 8, 1865 and June 22, 1874. This includes all rights-of-way,waterways, watercourses and streams running through any part ofthe reservation and to such others lands as may hereafter beadded to the reservation under the law of the United States. The Winnebago Tribe operates under aconstitution consistent with the Indian Reorganization Act ofJune 18, 1934. The Tribal Council governs the Winnebago Tribe.The Tribal Council consists of a Chairman, Vice-Chairman,Secretary, Treasurer and nine additional Councilmen all of whomare elected by the tribal membership. The Tribal Council Chairman serves as theadministrative head of the Tribe. The Tribal Chairman andOfficers are elected from within the Council and serve a one yearterm as officers. The elected leadership on the Council serve aterm of three years at-large without regard to residence in aparticular district of the reservation. The area is comprised of the WinnebagoTribal Reservation and adjacent county totaling square miles. inThurston County, Nebraska. Winnebago, Nebraska is the location ofthe headquarters for the Winnebago Tribe of Nebraska. The Winnebago Reservation is located in thenortheastern corner of Nebraska, 26 miles southeast of SiouxCity, Iowa and seventy miles north of Omaha, Nebraska on statehighways 75 and 77. The Missouri River is the eastern boundary ofthe reservation. The Omaha Reservation borders the southern sideof the reservation. Over ninety per cent of the lands within thereservation boundaries are owned by the Tribe and Tribal members. The Winnebago Tribe maintains the right andresponsibility to provide environmental authority in compliancewith Tribal and Federal law for protection of the land andresources within the exterior boundaries of the reservationthrough code development and regulatory procedures. Themaintenance and protection of the land is very important to theWinnebago people and the future generations. The terrain consists of low rolling hillsmarked by creeks and undergrowth, leveling off into agriculturalland. There are some wooded areas consisting of cottonwood,various brushes, and shrubs along the Missouri River whichborders the eastern side of the reservation. CULTURE: Social activities such as powwow, rodeos, andraces are celebrated in the summer months. Special powwows heldfor an individual accomplishment, reaching a certain stage intheir lives such as graduation or acceptance into the armedforces with traditional honoring ceremonies, give-aways, andfeasts to celebrate their accomplishments. The oral tradition isstill passed down from the elders to the youth. The future of the Winnebago Tribe is directlyrelated to the protection of our homelands and how well we enableour children to continue our cultural traditions and manage ourresources in rebuilding our economy. We believe the children ofthe Winnebago have the desire and the ability to survive, grow,and rebuild our Nation in the 21st century. CLIMATE: The seasonal weather variations are ratherunpredictable and are some what extreme in varying climaticconditions with an average temperature of 49 degrees. Summerthunderstorms are often severe, spawning tornados and hail.Winter storm fronts often create blizzard conditions, heavysnowfall with blowing and drifting snow. The winters are coldwith temperatures ranging from 10 to -25 F. The summers are hotand humid, while the evenings are cool. The average annualprecipitation rate is 26 inches of rain per year with 75 percentfalling between the months of April and September. The spring andfall times are very pleasant. TRANSPORTATION: The highway system serving the area consists ofthree highways providing north and south access to thereservation. Highway 77 near the center of the reservation withHighway 75 and Interstate 29 along the eastern boundary of thereservation. County roads and a system of Bureau of IndianAffairs (BIA) roads serve the rural areas. These highways are ingood condition, but often become treacherous during the wintermonths. During the winter months Interstate 29 is a high priorityfor snow removal and sanding. This Interstate highway is usuallywell maintained and passable throughout the year. The smallerState highways are less of a maintenance priority during thewinter season; however, most are passable. The rural road systemis low priority for winter maintenance and sometimes travel islimited due to snow accumulations or blizzard conditions. Thearea is susceptible to heavy fog causing dangerous drivingvisibility. No major passenger service is available on thereservation. People must travel to Sioux City, 30 miles to thenorth, or Omaha, 70 miles to the south, where major airlines andbus services are available. TRIBAL ECONOMY: The Winnebago Tribes major economicoccupations are Tribal and Federal government administration,farming including both Tribal and Non-Tribal operators, or staffpositions relative to the Tribal Casino operation. The majorityof employment is provided by the Winnebago Tribe, the Casino,Bureau of Indian Affairs, and the Indian Health Service. Commercial business by private operatorsincludes a gas station, two grocery stores, baitshop, arts andhandcrafts. The major commercial center for service arearesidents is Sioux City, IA, 26 miles north. RECREATION: The Winnebago Tribe has some of finest huntingand fishing around with local guides and baitshops available.Water sports are enjoyed by many also. The Tribe operates theCasino and Resort.. Tribal organizations sponsor high stakesbingo games several nights of the week. The Winnebago Tribe sponsors an annual pow wowevery summer. This event also includes arts and handcrafts salesand a softball tournament. The reservation has several beachareas and boat ramps for fishing and water sports. During theyear other sports activities such as softball, volleyball, andbasketball tournaments are also held during the year. PUBLIC UTILITIES : Electric Cooperative, Inc. supplies electricityand Internet access service to the reservation. The TelephoneCompany provides telephone service to the reservation. COMMUNITY SERVICES: The Winnebago Tribal population is served by anIndian Health Service (IHS) Hospital located in the community ofWinnebago, NE. The Winnebago Tribe provides an Elderly NutritionProgram and Youth Recreational Activities.. Additional healthcare is provided by the Tribal Health Department through theCommunity Health Representative and Substance Abuse PreventionProgram. The Health Department also provides examinations andeyeglasses to all residents at reduced rates. IHS provides ambulance and transport servicefor Nursing Home residents and outpatient referrals at healthcare facilities. Transportation for the elderly on thereservation is provided by the Inter-Tribal Elderly Program.Transportation service is available for families for the purposeof shopping for necessities provided by Macy Industries, Inc. ofMacy, NE. There are postal services available, 3churches, and a community center which is used to hold socialevents such as funerals, dances, and Indian ceremonials. TheWinnebago Tribe provides police coverage and a jail in thecommunity, and the fire department is on a volunteer basis. Agroup home provides a safe environment for troubled andendangered youth. HOUSING: The Winnebago Housing Authority manages anumber of housing units in the community of Winnebago and onrural scattered sites through HUD Low Rent and Mutual Help homeownership housing programs. Other housing is available throughthe Bureau of Indian Affairs and Indian Health Service inWinnebago for their employees. Private housing stock is limited. FUTURE: The Winnebago Tribe desires to continueprogress in providing for our people and the development ofincreased self-sufficiency. The Tribe continues to explore meansto expand business opportunities for the Tribe and Tribalmembers. The Bureau of Indian Affairs provides an educationalscholarships for the Tribal membership. Planning and developmentare underway in Cultural Resources to preserve the culturalresources and educate the Tribal members and non-members on thehistory of the Winnebago people. The plans include thedevelopment of tourism to strengthen the economy on thereservation. The Winnebago Tribe will continue to search for waysto maintain our culture and develop new economic opportunitiesfor our future generations. In 1996, the Tribal staff identified insufficientmonetary and personnel resources to perform baseline datagathering functions to enable them to quantify theirenvironmental resources and identify their major environmentalproblems as the major reservation environmental problem whichmay be hazardous to the health of reservation residents. Winnebago County and JoanWinnebago County Master Gardener Association WinnebagoCounty Master Gardeners Linda Tobey, Acting President The Master Gardeners formed initially because there was a need after training tocontinue to learn and communicate throughout the year. When fall training would end, theMaster Gardeners would be left unorganized until the following fall. The fall AdvancedTraining was traditionally held in Fond du Lac under the supervision of Jim Hovland, CRD Agent Fond du Lac County. An organized association was developed in the fall of 1990 by Garry Blomberg, CRD AgentWinnebago County and Joan Hoffman, Master Gardener. It included members from WinnebagoCounty. Officers and committee heads were chosen soon thereafter. By-laws were written anda newsletter was printed and distributed the Spring of 1991. UWEX Horticulture Assistant, Rosemary Eiden was hired also, to become the MasterGardener advisor in the fall of 1992. She has also served as a Director on the WisconsinState Association Board for 2 terms. Meetings of the Winnebago County Master Gardeners are held the 3rd Monday of the monthat the UWEX Winnebago County. YEAR IN REVIEW 1998 Community Outreach/Education/Publicity This committee brings an awareness of the Master Gardeners through publicity about eventsor education to the community. Carolyn Davis has put up displays in area librariesthroughout the year. She has also taken orders and distributed our denim, Master Gardenershirt with our logo. Shirts are worn at public events. Lawanda Jungwirth has submittedClub Notes to area newspapers about our activities. Special Events This committee plans out our standard events. A theme is chosen andappropriate booth dcor is made. Work schedules are organized. Marlene Miller and SueGorski have followed their prior training to name a theme and arrange our booths at thearea Home & Garden Show and the County Fair. Many MGs helped to set-up, answergardening questions from the public, and then tear down. Other events like the annual plant and bulb sales have been organized to generateincome for the association and answer questions about gardening and landscaping at thelocal Farmers Market. Joan Rogers and Audrey Ruedinger did a fine job organizingthese 2 events. Many MGs helped to set-up tables and plants, make sales, and thentear down. CCC Area This is a 2-acre wildlife area that has been maintained by MGs to offer thecommunity a place to observe nature and to offer an example of a native landscaped area.Susan Gorski has taken the lead with Stanley Meyer, Marlene Miller, Audrey Reudinger, andDon Reinhardt helping out. Perennial flowers were planted under the sign this year. Compost Display To promote composting to the general public. Kathy and Mike Swederske (MasterComposters) set-up a display at the Farmers Market to view and answer questions from thepublic. Emmeline Cook School A 50 x 75 butterfly garden was constructed with the help of the Youth EmploymentService and the PTO . The garden will beused as an outdoor classroom to examine and study the various aspects of this uniqueecosystem. Jerry Wolf took the lead. Jackie Fredrick, Deanna Kautzer, Leela Peter, andJackie Trecanni assisted in plantings etc. CarolynDavis helped with winterizing. Evergreen Manor Plants were raised in the greenhouse to set out in annual display garden for residents toenjoy. Lou Ann Hendershot (lead). Agnes and Burt Carpenter, Ann Jungwirth, Deannaand Tina Kautzer, Marlene Miller, Tricia amd Rick Smith, Jackie Trecanni, and JerryWolf assisted in planting and tear-down. Green Meadow School A prairie garden was put in across the front of the building. The garden will be used for the enjoyment of theschool and the children to use as an outdoor classroom to enhance the curriculum. Youth Employment Service and children at theschool helped to maintain the garden. TinaRennebohm and Joan Mosling put in many hours designing, laying out, building andmaintaining the gardens throughout the season. Home Garden Trials Master Gardeners assisted the UWEX in research by testing vegetable cultivars in their owngardens. John Hoepfner, Leela Peter, andMarisue Quigley took part in the Home Garden Trials for 1998. Merrill School This prairie garden has been maintained by MGs as an outdoor classroom for students toexamine and study this unique ecosystem. A1998 plan to build a pond has been put on hold. DeannaKautzer designed and submitted the plan for the pond. David Herrin assisted with the removal of undesirables. Newsletter The Winnebago Co. Master Gardener monthly, newsletter was produced for all of 1998. It is the MG communicator. Linda Baeten (editor), Lawanda Jungwirth (typist),and Rosemary Eiden (events & MG page). Park View An enabling garden was constructed for residents to enjoy and interact withMGs. A containerized cutting garden wasalso added this year. These gardens provide amuch needed environment for residents well-being. LynnWhite took much time in designing and organizing these efforts. MGs: Carolyn Davis, Lou Ann Hendershot,Marlene Miller, John Procknow, Audrey Ruedinger, and Don Reinhardt provided much neededassistance. Programs These committee members set-up monthly educational programs that count for continuingeducation in addition to setting up the September Pot-luck & the Holiday/Awards Party. Audrey Ruedinger led the September Pot-luck andJoan Rogers (monthly programs) and alternate Carolyn Davis (Holiday Party). Safety Building The 1997 MG designed landscape was enhanced with annual flower plantings. Maintenance techniques were taught to Y.E.S. youthduring the growing season. Ann Jungwirth(lead). UW -Fox Valley Logo Plants were raised in the greenhouse to set out in a school logo display garden to enhancethe school grounds and the community to enjoy. RoseMarie Lewis (lead).
