As an example, I purchased an HP printer/copier/scanner/fax machine this Sunday, tried to install but found out it doesn't come w/ a USB cable - a major component in connecting this to the computer. I had to buy this separately on Monday. Cost me more money. Think of the car dealerships that advertise their loss leader only to find out that they "sold" that one but will gladly sell you something close that's much more expensive (hence more profit). Let me be very clear, however, that the people at Excel Credit are fantastic - very curteous, professional, and consciencious. S. Department of Housing and Urban Development (HUD). These homes are built on a permanent chassis, are transportable in one or more sections, are designed to be used as single family dwellings when connected to the required utilities, may be sited with or without a permanent foundation, and include the plumbing, heating, air-conditioning, and electrical systems contained in the structure. The Department of Housing and Community Development (DHCD) is involved in the regulation of the manufactured housing industry through the Virginia Manufactured Home Safety Regulations (MHSR) and the Virginia Manufactured Housing Licensing and Transaction Recovery Fund Regulations (Licensing Regulations). Local code officials handle the permits, inspections, and certificates of occupancy for the installation and related site work for manufactured homes according to their authority under the Virginia Construction Code . The Board of Housing and Community Development adopts the MHSR to provide for the enforcement by Virginia of the Federal Manufactured Housing Act and the standards and regulations adopted by the Secretary of HUD under authority granted by the Federal Act. The Department has entered into a Cooperative Agreement with HUD that designates the Department as a State Administrative Agency (SAA) in the HUD enforcement program. As the SAA, the Department receives complaints from manufactured home owners, investigates the complaints as necessary, and refers the complaints to the manufacturers, dealers, HUD and SAAs in other states according to the provisions of the MHSR and the Cooperative Agreement with HUD. Department staff monitors the manufacturers and dealers to assure conformance with state and federal requirements for manufactured homes. The MHSR also explains the authority and responsibilities of local code officials regarding manufactured homes. The Virginia Manufactured Housing Board promulgates the Licensing Regulations to carry out the requirements for licensing of manufactured home manufacturers, dealers, brokers, and salespersons. All licenses, except temporary or special licenses, are issued for a one-year period and must be renewed annually by the license holder. The Regulations include fees for licensing, warranty requirements, consumer complaint resolution procedures, and restrictions on advertising practices. As provided for by the enabling legislation, the Regulations also establish a Manufactured Housing Transaction Recovery Fund and the administrative procedures to carry out this consumer protection program, including mandatory assessments for all license applicants, procedures for filing claims, holding hearings or conferences, payment of claims for damages, and possible disciplinary actions against license holders in the program. The Manufactured Housing Board makes case decisions to carry out the provisions of the program. Manufactured home dealers that include the installation and site work for the manufactured homes in their sales contracts are required to have a contractors license from the Board for Contractors in the Department of Professional and Occupational Regulation . According to the Board for Contractors, the dealers are acting as contractors whether they use their own employees for the site work or subcontract with other persons or companies to perform the site work for the installation of the manufactured homes the dealers sell. Manufactured home dealers and brokers also must obtain either a Certificate of Dealer Registration or a Motor Vehicle Dealer License from the Department of Motor Vehicles . This license or certificate is required in order for the dealer or broker to collect and forward to the Department of Motor Vehicles the title fees and sales taxes collected as part of the sales contract on the home. D HCD has no authority to regulate manufactured home parks. Such parks are subject to the Virginia Manufactured Home Lot Rental Act enacted by the General Assembly as part of the Landlord Tenant Act. Enforcement of the Lot Rental Act falls to the courts in Virginia. DHCD publishes a Lot Rental Act Handbook for information purposes only. Our latest adventure involved a motorhome and trailer, both packed full of ATV goodies, including new gear, electronics, security locks, and, of course, the coolest sport quads. This time, well give you the report on all the essential road trip items, regardless of the make and model of your ATV. First, The Wheels Trucks and trailers are awesome. Motor homes and trailers are awesome-er. This year for our annual Glamis extravaganza, we rented a motorhome and trailer combination. We searched the WWW for RV rentals in Southern California, and found several options. We decided on RV Central in Montclair , Calif ornia, ( 909-613-0562 ) rents a variety of motorhomes, from the economical 22-foot Rialta to the luxurious 37-foot Winnebago. We opted for the 26-foot Class C Jamboree, which runs on a Ford chassis and is powered by a Ford Super Duty V-10. This hotel on wheels gave our four-rider test group almost enough room. With a queen bed in back, a cab-over bed up front, and a dining table that converts to a sleeper, there is enough room for three adults in comfort. With all our gear, food, and extra stuff, we had to do some creative packing, but it all worked well. There was plenty of room for cooking, eating and relaxing by day after changing the center bed back into a table. Besides, you dont spend much time inside this unit in the daytime. The Class C RVs usually have more sleeping room than the more luxurious Class A homes. And the Class C units are less expensive to rent. Even if there were hotels near the Glamis sand dunes, wed pay much more to rent a car and hotel rooms than we did to rent this RV and flat-bed trailer. For any kind of camping outing (if you can call this camping), an RV is often the most affordable, and certainly the most convenient, option available. If you live in Southern California, or can find some ATVs to rent, RV Central will quickly set you up with the right motorhome for your trip. Or, fly into L.A.
