S. Department of Housing and Urban Development (HUD). These homes are built on a permanent chassis, are transportable in one or more sections, are designed to be used as single family dwellings when connected to the required utilities, may be sited with or without a permanent foundation, and include the plumbing, heating, air-conditioning, and electrical systems contained in the structure. The Department of Housing and Community Development (DHCD) is involved in the regulation of the manufactured housing industry through the Virginia Manufactured Home Safety Regulations (MHSR) and the Virginia Manufactured Housing Licensing and Transaction Recovery Fund Regulations (Licensing Regulations). Local code officials handle the permits, inspections, and certificates of occupancy for the installation and related site work for manufactured homes according to their authority under the Virginia Construction Code . The Board of Housing and Community Development adopts the MHSR to provide for the enforcement by Virginia of the Federal Manufactured Housing Act and the standards and regulations adopted by the Secretary of HUD under authority granted by the Federal Act. The Department has entered into a Cooperative Agreement with HUD that designates the Department as a State Administrative Agency (SAA) in the HUD enforcement program. As the SAA, the Department receives complaints from manufactured home owners, investigates the complaints as necessary, and refers the complaints to the manufacturers, dealers, HUD and SAAs in other states according to the provisions of the MHSR and the Cooperative Agreement with HUD. Department staff monitors the manufacturers and dealers to assure conformance with state and federal requirements for manufactured homes. The MHSR also explains the authority and responsibilities of local code officials regarding manufactured homes. The Virginia Manufactured Housing Board promulgates the Licensing Regulations to carry out the requirements for licensing of manufactured home manufacturers, dealers, brokers, and salespersons. All licenses, except temporary or special licenses, are issued for a one-year period and must be renewed annually by the license holder. The Regulations include fees for licensing, warranty requirements, consumer complaint resolution procedures, and restrictions on advertising practices. As provided for by the enabling legislation, the Regulations also establish a Manufactured Housing Transaction Recovery Fund and the administrative procedures to carry out this consumer protection program, including mandatory assessments for all license applicants, procedures for filing claims, holding hearings or conferences, payment of claims for damages, and possible disciplinary actions against license holders in the program. The Manufactured Housing Board makes case decisions to carry out the provisions of the program. Manufactured home dealers that include the installation and site work for the manufactured homes in their sales contracts are required to have a contractors license from the Board for Contractors in the Department of Professional and Occupational Regulation . According to the Board for Contractors, the dealers are acting as contractors whether they use their own employees for the site work or subcontract with other persons or companies to perform the site work for the installation of the manufactured homes the dealers sell. Manufactured home dealers and brokers also must obtain either a Certificate of Dealer Registration or a Motor Vehicle Dealer License from the Department of Motor Vehicles . This license or certificate is required in order for the dealer or broker to collect and forward to the Department of Motor Vehicles the title fees and sales taxes collected as part of the sales contract on the home. D HCD has no authority to regulate manufactured home parks. Such parks are subject to the Virginia Manufactured Home Lot Rental Act enacted by the General Assembly as part of the Landlord Tenant Act. Enforcement of the Lot Rental Act falls to the courts in Virginia. DHCD publishes a Lot Rental Act Handbook for information purposes only. "Mom and Dad can be up front with their friends playing cards, the kids will be back here, and everybody is happy," says Bill Fenech, president of Damon, from the back of one recreational vehicle. It is the largest RV show in the country - more than 14,000 dealers and factory representatives all in Louisville at the Kentucky Exposition Center. It's three days to look at new product - and write orders. "It's a gigantic show. This year they've added 170,000 new square feet. So we're up over 900,000 square feet," says RVIA CEO Dave Humphries. And every inch of it covered with something for one of the 8 million U.S. households that now owns an RV ... a 15 percent increase in just 4 years. With projected shipments for 2005 at nearly 377,000 thousand units, including those contracted by FEMA for hurricane relief, the $14 billion industry is on track for it's second best retail year in the last 26. But sales of the high-priced motor coaches - the ones with all those sliding walls and marble counter tops - have fallen off. But the market for towables is hot. "Motor homes have been a little bit flatter, and the towable market has just been a resurgent upward moving market ... nonstop," says Doug Gaeddart, general manager of Forest River. However, concerns over rising interest rates, soft consumer confidence and gas prices hang over the business and the convention floor, enough so that some manufacturers now tout gas mileage as a sales tool. Winnebago CEO Bruce Hertzke detailed one model that gets 17 to 19 miles per gallon. "It has a Mercedes-Benz diesel engine ... This unit performs extremely well in the market place." And it's a market place that continues to grow. the prime buyers now 35 to 55 - baby boomers - 11,000 a day turn 50. But the fastest growing segment is actually buyers under 35 - prime targets of the brand new Airstream Base Camp trailer/tent hybrid. "It's designed to be light weight, lower cost, entry level product for Airstreamers of a newer generation," says Airstream CEO Bob Wheeler. The minority market is also a target of the RV industry's new $66 million, three-year ad campaign unveiled here - a campaign that will include a first-ever buy in the Winter Olympics. Research shows African American and Hispanic buyers fast becoming a staple. "And it also shows that they're likely to be a bigger chunk on an accelerated rate," Go RV Co-Chairman Tom Stinnett says. "And that's what's intriguing about that market."
